Early Childhood Special Education

The mission of the Paul Bunyan Education Cooperative (PBEC) is to support member school districts in providing ECSE services to young children and their families. The member districts that provide Early Childhood Special Education Services include Aitkin, Brainerd, Crosby-Ironton, Pequot Lakes, Pillager, and Pine River-Backus.

Early Childhood Special Education is divided into two systems based on age:

Early Intervention:
– Part C (Birth – 2.11) – the primary focus of Part C services is to support children and families within their natural routines and environments.

Preschool Special Education:
– Part B (3.0 – Kindergarten) – Part B services includes special education support and services related to the child’s educational needs.

Early Childhood Special Education services are free to children and their families who meet Minnesota eligibility criteria.
